Commander

Colonel Roy Barden serves as the North Dakota Wing Commander overseeing seven squadrons across the State of North Dakota. North Dakota Wing is comprised of eight aircraft, including one glider, 11 corporate vehicles, and over 325 members. 

Col Barden joined the Hawaii Wing of Civil Air Patrol in August 2013 and transferred to the North Dakota Wing in August 2022. His past positions include North Dakota Wing Inspector General, Hawaii Wing Inspector General, Assistant Director of Logistics, Honolulu Senior Squadron Commander, Aerospace Education Officer, and Education and Training Officer.  A strong supporter of CAP’s cadet program, Col Barden has flown more than 75 cadet orientation rides and holds a master rating in aerospace education.  He has also been active in operations and emergency services as a mission pilot, observer, operations chief, ground branch director, and trainer. 

Originally from Virginia, Col Barden joined the Air Force in January 2001.   He was a military working dog handler for the majority of his 20-year career, which included multiple combat deployments and overseas assignments, and his later positions included kennel master, training manager, and security and law enforcement operations supervisor.  He currently works as an explosive detection canine program watch commander supervising canine handlers across the country.  Col Barden is also a FAA licensed private pilot, advanced ground instructor, and remote pilot small unmanned aircraft system.  

His vision for the North Dakota Wing includes cultivating a dynamic and inclusive environment which emphasizes readiness, strengthens operational capabilities, and fosters meaningful partnerships with the Air Force, State of North Dakota agencies, and local communities. He believes in leading by example, guided by CAP's core values of Integrity, Volunteer Service, Excellence, and Respect, and he is committed to empowering and developing North Dakota Wing members to reach their fullest potential as leaders, professionals, and volunteers.
